Portugal to Introduce Deposit Return Scheme (DRS) in 2026

Portugal is set to become the first country in southern continental Europe to implement a Deposit Return Scheme (DRS) for single-use beverage packaging.

The scheme is scheduled to launch in 2026, with an estimated 7,000 to 10,000 collection points across the country.

While Malta introduced its own DRS in November 2022, Portugal aims to establish a model that could be used by neighbouring countries such as Spain, France, and Italy.

England and Northern Ireland will launch their own recycling schemes in October 2027, marking a major step toward boosting recycling rates and reducing environmental waste. This UK legislation targets the recycling of drink containers, which currently hovers around 70%, aiming to elevate it to international best practices. The initiative is expected to deliver substantial environmental and economic benefits.


Managing the Scheme

DRS Portugal will oversee the programme, while Sensoneo has been appointed as the IT provider responsible for managing operational aspects.

This includes the take-back system, collection tracking, transport logistics and warehouse management. Additionally, mobile applications will be developed to streamline efficiency and enhance stakeholder engagement.

Notably, Portugal’s DRS will integrate the hospitality sector, including hotels, restaurants, and catering businesses (HoReCa). This approach, inspired by Malta’s successful model, is expected to improve overall scheme effectiveness.
