Deposit Return Scheme Operator Appointed

The newly established UK Deposit Management Organisation (UK DMO) has been announced as the official operator of the UK’s forthcoming Deposit Return Scheme (DRS).

Scheduled to launch in October 2027, the DRS will apply to single-use plastic and metal drinks containers ranging from 150ml to three litres across England, Northern Ireland and Scotland.

Consumers will pay a deposit on these items, which can be reclaimed by returning the containers at designated takeback points.

The scheme aims to boost recycling rates and keep more drinks containers in circulation, supporting the transition towards a circular economy.

In a joint statement, the UK DMO board said: “DRS is an opportunity to deliver a transformational step forward in the circular economy in the UK, and the appointment of the DMO is a major milestone in that journey.

“We don’t underestimate the scale of the challenge, but our aim is simple – to build a system that’s fair, efficient and easy to use.

“Our work is already underway, and we’ll be working closely with governments, businesses of all sizes, environmental groups and consumer bodies to move forward as quickly as possible.”

The UK DMO, a not-for-profit entity formed by industry stakeholders, will be responsible for designing and operating key elements of the scheme.

This includes producer registration, logistics, financial systems, fraud prevention and public communications.

CEO of Wastepack, Paul Van Danzig, said: “The formation of the DMO is a crucial milestone in the journey toward a successful DRS for drinks containers in the UK. While there are still significant challenges ahead – especially around timelines, interoperability, and clarity for obligated producers and retailers – this development provides a strong foundation for progress. We look forward to working collaboratively to ensure the scheme delivers both meaningful environmental benefits and a fair, efficient system for all involved.”

The Scottish Government has also confirmed the UK DMO as its scheme administrator.

The organisation’s board includes representatives from large and small producers, supermarkets, convenience stores and wholesalers. Founding members include Shepley Spring, Radnor Hills, Coca-Cola Europacific Partners, Heineken UK,

Lidl, Tesco and Co-op. The company was incorporated on 26 February 2025 and is currently recruiting an independent chair and non-executive director.

Andrew Opie, Director of Food and Sustainability at the British Retail Consortium, welcomed the appointment, calling for a well-designed DRS that benefits both businesses and consumers while supporting national recycling goals.
